TEMPUS used to be a program of the European Union that supported the modernization of higher education in the area surrounding the EU.
It promoted institutional cooperation involving the European Union and partner states and focused on reforming and modernizing higher education systems in partner countries.
TEMPUS also aimed to promote voluntary convergence of higher education systems in partner countries with the EU's newest developments in the sphere of higher education.
It was adopted by the Council of Ministers of the European Union in 1990 and extended four times.
